Yes, you can combine two certificates when you apply for citizenship. For example, you could have "3" in Listening on one certificate, and "3" in Writing on another. Even if everything else is below 3, (insufficient), you can still apply for citizenship with these two certificates, because together they do certify "3" in an acceptable combination of skills.
